Brazil Outlines 2025-2027 Intellectual Property Action Plan

The Interministerial Group on Intellectual Property (GIPI) has officially approved the Action Plan for the 2025-2027 period, which was published in the Federal Official Gazette of August 4, 2025.

In a nutshell, GIPI is a government body whose mission is to assist the federal government in developing policies in the field of intellectual property and implementing the National Strategy of Intellectual Property (ENPI, in Portuguese). GIPI is a forum made up of government officials, including the Brazilian PTO, and representatives of private stakeholders such as IP holder associations, IP practitioners, and organizations involved in research and development activities.

The Action Plan is structured around seven strategic axes, each with prioritized actions, specific deliverables, and designated coordinating bodies from both government and civil society.

Key Axes of the Action Plan:

  • Intellectual Property for Competitiveness and Development: This axis focuses on fostering the generation and strategic use of IP to add value to goods and services. Actions include training programs to increase the number of IP protection applications, facilitating the trade of goods and services IP-focuses, and supporting local governments in using regionally developed IP to boost local industries.
  • Dissemination, Training, and Capacity Building in IP: The goal is to promote a culture of intellectual property among economic stakeholders, scholars, and society in general. This involves public awareness campaigns on the benefits of IP rights and the negative impacts of IP infringement, encouraging IP debates during major industry events, and evaluating the inclusion of IP as a subject in higher and technical education.
  • Governance and Institutional Strengthening: This axis seeks to align IP strategy with national innovation and development policies while strengthening the administrative bodies responsible for IP services. Key actions include simplifying IP registration processes, making services fully digital and available in multiple languages, and enhancing the training of IP examiners.
  • Modernization of Legal and Infralegal Frameworks: The plan aims to create a more transparent, secure, and predictable regulatory environment for intellectual property. This includes identifying and addressing bottlenecks in the legal framework to improve the business environment and ensure legal certainty for rights holders.
  • Observance and Legal Security: This section focuses on raising awareness about the importance of IP rights and the negative consequences of infringement. It proposes strengthening the Brazilian court system and IP-related agencies, including through specialized training for judges.
  • Intelligence and Future Vision: The objective is to foster prospective analyses on the use of IP to identify technological trends and challenges. Actions include using IP databases to support innovation, producing technology foresight studies, and promoting debates on the relationship between IP and cutting-edge topics like artificial intelligence.
  • Brazil’s Integration into the Global IP System: This final axis aims to strengthen Brazil’s strategic presence in international IP forums and promote an attractive domestic business environment for foreign investment. The plan includes measures to boost influence in global IP debates, promote international cooperation, and assist Brazilian companies in safeguarding their IP abroad.

 

Implementation and Monitoring

According to the GIPI framework, the implementation and monitoring of the Action Plan will be managed by the organization’s Executive Secretariat. Progress on the planned deliverables is tracked through semi-annual reports published on the Internet.
